MoBo BIOS and PSU help.

OK, I finally have my PC all put together but I dont know how to set my MoBo and PSU. The VIA was easy to setup, but now that I have the Kino-690S1, it has alot more options I do not understand. Can you guys help me?

1.) Under Advanced and ACPI, it asks me for S1(POS) or S3(STR)?
2.) Under AT/ATX power, it asks me AT or ATX mode?
3.) Under Power button, it asks ON/OFF or suspend?
4.) Restore on AC power loss, it asks Power On, Power Off, or Last State?
5.) RTC Resume, on or off?

I then went into windows and changed the poer button setting to hibernate. Still I am forced to use the power button, ignition does nothing.

By the way, my PSU is a OPUS320. I do not understand how to set the jumpers. Can someone explain this to me? According to the book, to have a 10 second shut down delay I leave slot 1 with no jumper. Were I get lost is the voltage settings. I have 2 blinking lights which means check BIOS, imroper voltage, or bad PSU. I am not using any of the remote features so those jumpers are not needed, i think.... Can some1 please help .
