Pico-ITX serial port connector question

Reading the pico-itx manual, it states that the serial com port can be used for "serial mouse or other serial devices."

Is this the same type of serial com port found on some mobos that have separate serial keyboard/mouse inputs?

If so, is it just a matter of slapping on an appropriate connector to the header pins to make it a useable com port for stuff like HD radio, ODB interfaces, etc. that uses the serial port?
