test for momentary switch + laptop cooling pad

2 quick questions....

1) i've got a multimeter, but to determine which jumper cables to momentarily short for powering on, what exactly am i testing for? voltage, resistance, etc???

2) anyone ever use a laptop cooling pad? like the ones with three cooling fans on the bottom of it? is it worth it?
