Weather and traffic reports w/o internet access?

Is there any way to get real-time weather and traffic reports without having an internet connection?

I stumbled upon this and am not really sure what "XM WX" is. Maybe someone could enlighten me. Is it something that could be used for carputers? Yes, I realize that it's ridiculously expensive and is for planes; it was just a thought...

That's pretty cool. Yes, it's wickedly expensive...Well, I think RDS offers some traffic features, doesn't it? XM has local traffic channels on its service.

Other than that, I am not sure.
