My understanding is that windows recognises the resolutions your monitor and graphics card are able to achive and gives you a list of recommended resolutions avaiable. You are able to force other resolutions going into the advanced properties of you display adaptor but I wouldn't recommend it. If windows isn't letting you chose a resolution, I think you will find there is an underlying problem somewhere.
