Doubt it's a service. Did it ever work before? Sometimes it has to do with the order you install the bios updates, drivers and SP2. Do you have a way of backing out of SP2?
If not, and all else fails, and as a last resort, and assuming you have several hours to kill, you could try backing everything up, unplugging all of your devices, and reformatting/reinstalling XP, then updating all of your drivers (bios, video, usb, intel, etc.) first, and then apply all of the Microsoft patches including SP2.
Once that's done, test one of the USB 2.0 devices and install the latest driver from the manufacturer if there is one. If it works, start installing your other USB devices one at a time until they're all installed, and then do the same thing with your applications, testing a USB 2.0 device after each install. With any luck, everything will work and you'll know it was just the order your updates were installed.
Sounds crazy and I know it's a huge PITA, but you'd find the culprit.
