like any other hardware device, USB-serial adapters use software drivers. If the people who wrote the drivers didn't add in proper support for hibernation, then no, it won't work, and unfortunately a lot of companies don't bother putting in such support in their drivers. The USB device will receive power, but if it doesn't have hibernation support then it needs to get re-initialized before it will work with windows again (which usually means unplugging/replugging it, or forcing it to re-initialize with a script or something, as NRG did)
