Try
www.mini-box.com they have an ITPS with shutdown controller for under $40. If you already have a power supply remove the voltage regulator and use it just as a shutdown controller. Sorta expensive but it will work and it's easy.
Booting into the OS takes us 30 seconds with Windows XP. Our bios with everything tweaked takes 8 seconds and then it takes about 22 seconds for the OS to boot from hibernation.

I have never heard that using hibernation can damage LCD's. Do you have any proof or docs I could look at. I would be very interested.
