another question about my power supply

Alright im running a mac mini and a 7" lilliput using a P1900. Im running XP and i have it set to go into standby when i hit the power button. Here is a pic of the jumpers in the p1900.

When i start the car up sometimes my mac mini will turn on for a sec and then restart. Other times when i turn it on it will open up and start playing whatever was on when i turned the car on but then when i touch anything (say turn the volume down to go to pause it) it will freeze and then restart. But every now and then it will come out of standby when i turn my car on without any problems. So my question to you guys is how do i make it stop all of this? I just want it to go into standby when i turn the car off and come back on when i turn the car on. Also if i could have my lilliput turn on and off with the car some how that would be sweet.
