I was wondering which system would be best suited for a car pc.?

Compaq EVO-
Specifications:

Intel Celeron 2GHz CPU Processor
512MB RAM memory
20 GB Hard Drive Storage
CD-ROM

or

Dell sx260
Intel Pentium 4 2.6GHz
512 MB Memory
40GB Hard Drive
CD .rom drive

I know that the sx260 has the edge on the specs, but which housing is better? or just general things that would make one better than the other

you pretty much answered your own questions. If they are both comparable in performance, then just pick the one that works best for you. Depends on your install, but just once over everything separately and make a decision. You'll do fine.
