Get Mp3 Tag Tools. Its free and it makes batch tagging a breeze. I personally used it to tag all of music with album art.

I don't know. I download stuff, then burn it to MP3 CDR to play in the discman or at work. I've bought several hundred CDRs, and most of them were used for MP3s... so there could be 200 gigs.

18.something GB @192Kbps MP3s. iTunes indicates that I have about 2700 MP3s.
I have mine sorted by Language/Genre/Artist/Album. I keep planning to work on my ID3 tags and delete stuff that was never up to snuff, since it's rare that I like an entire album, but I figure I need 40 to 60 hours to do it all.

No, copying your own *legal copy* of music is NOT illegal
All "noncommercial copying by consumers of digital and analog musical recordings" is protected by the Home Audio Recording Act (in the USA at least, and this is the only Country I am aware of relentlessly going after MP3ers)
It is, however, beyond the limits of protection to a consumer by the HARC to download or otherwise "copy" a copyrighted work which you have NOT purchased. This would include copying a CD that your friend owns.
Napster attempted to use this defense, but they are obviously not operating on a "noncommercial" basis.
So, don't justify your stealing music from the Internet by claiming that copying your own purchased CDs is illegal also - it is not.
