DVD hesitates on EPIA-V, driver problem??

I have a:
EPIA-V - 1ghz processor
40gig
256mb Ram

No matter what interface I use usb2.0, ide, or even when copied directly to the hard drive DVD's hesitate. I am using WinDVD 6 and it almost seems like it is running some type of buffer and the buffer fills up and the video and audio hesitates about every 4-5 seconds. I initially thought it was the interface on the drive but even when I copied it directly to the hard drive it still hesitates. I have almost nothing else running on it so I can't imagine that a 1ghz processor couldn't keep up with it. I didn't know if this should be in the software forum or hardware so I just stuck it in here.
