99% of places have no problem whatsoever with tinting your windshield.
They have no problem doing 5% all around and they know its illegal.
They just inform you that its illegal and ask if you're sure.
A few people that I know have their windshields tinted (and some very dark), and they never had a problem finding a place to do it.
lol, as long as its not too dark, I dont think there's much of a safety hazard.
If I do get it tinted, it probably wont be darker then 50%.
I mainly want to do it for:
a) temperture control
b) its more difficult to see into the car, so it'll help as a theft-deterrent
c) it does look pretty damn cool

I have 15% all around and 30% windshield tint.. I got the tint because my car is black and I do think it looks a lot better with the tint on it. That said, my car still gets hot as **** during the summer even with the tint on it. I don't know if you will notice that much of a difference in temp. with tinted/no tint, but I did it just for looks.
And shops do the illegal tint with the premise that you will get no receipt for the work and I had to pay cash for it. It took some getting used to, especially when it rained, but I drive just as good with the tint then when I didn't have the tint. I don't think it hinders your ability to see as long as you don't drive like an idiot.

use a damn fold up sun blocker thing....worked good for me w/ 35% front / 20% passanger rear, and 2.5% back glass.
my car was never an oven(until the cops made me take my tint off(35% is legal limit here for cars, yet on trucks you can paint the glass black if you want)

I didn't notice much of a over-all temp. difference when leaving the car sit out in the sun for long periods of time. It does however seen to reduce the amount of sun hitting you while you're inside. Especially when the sun in hitting you from the sides a lot. I think the best benefit of window tinting has to be the reduction in glare on displays. Let's not forget SUV's and trucks that lights just happen to line right up with my car's rear window/mirror!

As long as we're on the topic of legality, what about this scenario? Say you live in a state where 20% is legal, but you drive your car in another state that doesn't allow below 35%. You'd be illegal then right?

That's something that I've always thought doesn't make any sense at all. If trucks can have blacked out windows, and panel vans can not have windows at all, why shouldn't cars be allowed the same?
And mm_202, I agree with you that tinted windsheilds do look damn cool, particularly on a black car. When I stand in front of my car I can see every little detail through the windshield, thinking about that while driving makes me feel almost naked. If I could get away with a 50% tint I'd do it.
And I never thought about the optical perscription bit. Cool idea, and I could get one easy as my eye doctor has suggested that I wear sunglasses when I'm outside. (Though I never do)

This just happened in GA. Out of state drivers were being pulled over because in FL the tint law doesn't exist (or allows darker % than GA). Anyways, the GA legislature passed a new law saying out of state drivers could not be ticketed for illegal tint while driving through the state. This could help if the same situation happened to you in another state, but it probably varies state by state.

I have pretty dark windows (15% front all-around, 20% rear-window) and got pulled over a couple of times as the windows being the reason. I recently got a warning ("fix-it" card) card for them the other day. So I've been doing some research.
Most states are usually much more lenient tint percentages on the rear windows than the front (driver/passenger/windsheild). That includes trucks and vans. This is because the main issue is being able to see into the cabin where the driver is. So the back windows aren't much of as much importance, as far as tinting laws.
Good luck with the optical prescription. I mean your doctor will probably write one but even then doesn't guarantee your will have your tint approved legal. At least in Pennsylvania, a medical exemption is still at the ultimate discretion of a state medical board and they would most likely suggest you just wear the sunglasses. That is after what your doctor *suggest* (BTW, most eye doctors suggest this) and would be the most practical solution. Even if you have certain skin conditions that are sensitive to sun exposure there are window films and treatments that eliminate the harmful UV rays without really darkening the glass. This is stated in the law as well where they often allow what the call certain "colorless" tint.
Don't get me wrong here, I'm all for window tint but if you're getting hassled over having darker tint than your state allows it is going to be very hard to justify it, legally.

A) 50% is weak, you will regret not going darker later.
B) It is illegal to operate a vehicle with illegal tint, it is not illegal to install illegal tint. The shop could spray paint your windows black if you wanted, and they would still have no legal repercussions
C)If you get pulled over a lot, then you might consider staying legal... tint is one of those laws that only gets enforced after you get pulled over for something else.

A) you are correct
B) I don't know about that.. because both shops asked me for cash only and didn't give me a receipt. I don't think they are allowed to tint a car's window an illegal %.
C) I was pulled over 2 weeks ago because my tint was too dark. But I think the cop did it because he thought I might have been drunk, but I wasn't.. I was also pulled over on the interstate for my tint being too dark, but I didn't get a ticket both times.

here in wisconsin i have been "yelled at" for tint after getting pulled over for a burned out tail light, but never given a ticket. i have 5% on side and back windows and halfway down windshield. it does make it very hard to see stop lights that are directly above you however. and backing up at night...i open my door and stick my head out. if i did it again i would do 10% thou. i think it looks cool, and i like to be able to pick my nose in privacy at intersections. lol.
