With regard to the antenna question: I just use my car's stock radio antenna, it works fine for TV reception (when not moving). I just had to put an F connector on the end of the antenna cable so it would connect to my PCI TV tuner/FM card. The TV reception when moving is poor though, but that's not the antenna's fault. The FM reception when moving is OK. I actually tried a real car tv antenna and it was no better for TV reception than my car's stock FM antenna. There does not seem to be any usb or pci tv tuners out there that work well in a moving car. For AM and FM though, there is a USB tuner made specifically for car use that is supposed to work well, but I have not tried it. You can find info about it on these forums, it's called HQCT. I think they also sell it in the mp3car store.

Is it just video/tv which is poor? How well does FM radio work on the move?
