But if the G4 comes with XM on it, wouldn't that be included as well? Or I would have to install it and if so is that possible?

Neither the hardware nor the software have a way to extract & parse the traffic data.
The XM units you buy at your car stereo shop have that functionality.

Understand the G4 does not have XM "on it" as you describe. It can play XM channels when interfaced with the appropriate hardware.

Is it possible to get XM traffic on a G4 with StreetDeck?
Possibly., You're going to have to determine if the hardware supports the traffic data stream. If it does, then you're going to code a parser for the traffic data in SD.
