Why is my Destinator.ini file in binary? =\

Anyone know why my Destinator.ini file would be in binary rather than ascii? I can't edit it to get my on screen keyboard to pop up. = \

NVM. It's the destinator.inf file that gets edited for the on screen keyboard. Still don't know why the destinator.ini is in binary though.
