GPS Losing satellites when behind windscreen

Hi Folks,
I have a BU-303 USB GPS Receiver that works flawlessly when stuck on my car roof, however, when its raining I put it on the dash with a clear un-interupted view of the sky (except the glass being there) and it will then lose its satellite lock quite frequently! I don't have one of those heated windscreens either... It acquires the same number of satellites as outside, it just won't hold on to them

Any ideas why?
If these things had to be outside to pick up a signal then they should be water proof, but I don't think it is?!?

I have a BU-303 sitting on my dash and it works fine. I haven't tried putting it outside the car cos it just worked from day one inside.

Could the reception loss have more to do with the rain and cloud cover than the windscreen? Not suure how much on an effect that would have, just a guess.
