The reason the COM port changes when you plug it into a different USB port is so you can have several of them and one never steals the other one. Like plug one into USB port 1, then set some app to it, then remove it and plug another into USB port 2 and set that up, and then plug #1 back in and it's back to its old COM port instead of having to find a new one and then you have to figure out where it went to.
