Mine would have a lock using any of the three, Standby,Hibernate or Powered Off

Different companies have different lock times, I chose the garmin because at the time it was one of the fastest to get a signal. The garmin GPS also starts to aquire signal as soon as it's powered on, which would be soon as the computer even begins to boot/resume. Some of the USB GPS adapters i've tried won't start aquiring untill windows is loaded and the USB is active.

i just wired up the 15L but whenever i have it plugged in, my mouse cursor goes crazy. Anyone had this problem?

Edit: oh nevermind i think i figured it out. Apparently, windows installed a ball-point driver of something under "Mice and other pointing device". I just removed it, and now the gps works fine.
