For speeding the only police you need to worry about are ones with laser/radar. Get the valentine 1, it's popular for a reason.
Now that you mention it though, you could interface the V1 into the carpc, the interface would be 2 way.
In recieve mode it would simply take the signal strength and location from the V1. The data would be merged with GPS location and the event would be recorded locally and if you have a wireless/cellular uplink it would submit the info to a private server online. At that point the online server could re-broadcast the event as a POI for any program that supports updating like Streets and Trips (just have to tweak it so it's always updating).
In send mode the interface would be connected to the private online server and pulling in event data that has been detected for more than 24hrs meaning that it's a stationary false alarm like an automated door at the local super market. It would compare that data with current GPS location and as soon as you get close to that area it would tell the V1 detector to temporarily mute and/or disable all alarms on the band that the false alarm was detected on (leaving other bands open to alert). It could also signal the V1 to enter a low level alert mode if the event recieved online is a confirmed/active police speed trap.
The end result would be that you would rarely pickup false alerts on the radar, you'd get early warning on speed traps, and you'd know where all the radar wielding police cars are in your local area.
The whole thing would be very tricky to implement, expensive as hell, and it would have to be private/underground as I'm sure law enforcement would not approve. A public system would seem to be more effective but do-gooders would start inserting false positives or use the event data to hide in blind spots.
Yeah this is one of those ideas you shouldn't type out online but I'm safe. I don't have the skill to pull it off and even if I did I don't have the resources. Plus I'm in Canada where the police just say they 'saw' you going fast.. Bastards.
