even though this is the gps section, this is prob not the best place to post this. Your problem isnt really with gps, its with the skin, RR, and embeding apps and whatever launcher you are using for IG.

I havnt tried this skin, but i bet MatrixPC is right in that, that 4arrows button goes to fullscreen or some other secondary gps screen. My skin does the same thing and when you do this there are certain things that have to be done for it to work correctly, but this is mostly on the skinners plate.
First thing, you are going to have embeding issues with IG if you do not have your gps device connected. In all of your screenshots it shows you dont have a gps lock/no signal and warning in first screenshot. This will give you embeding issues with skinbedder (llikely others) but will work fine when in the car. If you DO have a gps device on the same machine you took those screen shots from, then you should first fix this problem as IG should not show that message if you do have a device connected.

Things to check,
window name to use in RRConfig.exe
window name to use in ExecTBL.ini found inside the skins folder, you will likely see other gps options in this file
check your paths
also check the skin authors threads/read me's etc as im sure there is some setup info on how to configure things with this skin.
if all else fails go back to square one
