Garmin 15L v. 15H

I know that the 15L takes 3-5V (powered from the PC PSU) and that the 15H takes 8-40V (powered from the car its self).

Anyone have any pros or cons?

Powering from a regulated power supply v. powering from a nonregulated power supply.

Anyone?

Also, where can I buy one of these? I can't seem to find a place very easily....anyone?
