Driver Issues (PL-2303 Driver)

First post but been reading the boards for a while and know ya'll have some good info so hoping somebody can help me out.

So my GPS reciever uses the PL-2302 serial-to-usb driver. The first time the driver is installed, everything works great and the COMM port that the GPS reciever is using is recognzied fine. But every time I reboot the computer, the GPS reciever is not recognized on the COMM port. To get it recognized I have to uninstall and reinstall the driver. I've downloaded and installed the latest driver off of Prolific's website but this did not fix the problem. I've tried plugging the reciever into every USB port on the computer but it still doesn't work. I've tried pretty much everything I can think of to fix this issue, but nothing's worked. Any help or ideas would be greatly appreciated.

So after some cussing and yelling and trouble shooting, I figured out the problem....for some reason my bluetooth was using the same COMM port as the GPS reciever so for now I just dumped the bluetooth stuff and the GPS works fine

After getting the GPS reciever working though, I've run into another problem. The reciever does not get a signal if sitting on the car dash or stuck to the wind sheild, but does get a signal if outside the car. So I'm thinking about just putting the reciever on the roof of my Jeep. Anybody know if these things are weather resistant?
