Driftbox

The driftbox would do everything you asked. We could probably do a GP if there is enough interest. It's great for autocross and road racing too!

The vbox mini is much better than than the drift box, it can stream live to a carputer via usb at 5hz. The drift box can not stream live. vbox mini costs about $1800

None of these use GPS.

They use accelerometers to measure change.

So far as I know GPS is GPS whether its domestic or military that's why smart weapons have a + or - 5 meter accuracy.

We (by that i mean the other tallented employees at my place of work - as I'm not in development) can get GPS accuracy down to 10cm.

However accuracy comes at a cost. If i was to look at a low cost solution, I'd grab a Wii controller(gyro and accellerometer) and a low cost consumer GPS receiver (that can be forced to refresh at 5htz), then whip up a software analysis application.

However one of your big problems would be finding out the correct alogrithms to use. And unless you have some accurate equipment to calibrate against I'd say you'd be lucky to get better than 65% accuracy.
