Iguidance 4 zoom levels are weird

My Iguidance 4 zoom levels are:
300ft, 800, 1200, 3000, 2500 ,1mi, 2, 5, 10, 25, 50, 100

What's up with the 2500 coming after 3000?! Is there any way this can be changed, like in theme.ini?

My theme.ini file works only for a few things, others it ignores. I've looked all over for a real definitive version of theme.ini but most have obsolete features from older version that don't work anymore.

Street font size (STS=) doesn't work and I'd really like to change my street name sizes. Also, I'd like to see more detail at the 1mile level but the following parameter seems to do nothing:
