that's your first problem right there... a carPC really needs VGA resolution to be fully usable. S-Video is much lower resolution, which will result in blurry/pixelated images and unreadable text.

that's because there
is nowhere to connect it to your pc. PC touch screens are USB (some of the really old ones use serial).
the touchscreen may only be for an on-screen-display. the IR REPEAT probably has nothing to do with the touch screen.

my advice: return that screen (or sell it on eBay) and buy a VGA monitor with USB touch screen interface.
if you insist on keeping that screen (despite the low resolution), then you could replace the monitor's touch panel with a USB touch screen kit (which includes a touch panel and USB controller). if the monitor already uses a standard 4-wire resistive touch panel, then you could buy just the USB controller (you can get kits and/or controllers cheap on eBay
