Game Commander is a program I had good results with a while back. It was the only voice command program I could find at the time (that actually worked). I don't remember having any problem controlling Winamp with it on my laptop. It would zoom in and out on my map software, but I was limited to controlling whatever hotkeys the software I was using had built into it. Same with Winamp.

A bluetooth headset is the generally accepted standard for voice control as they work exceptionally well in the noisy vehicle environment. As far as software is concerned, there are obviously some better alternatives available that are actually designed for in-vehicle voice command such as AIVMS.
