it may be "DVI-only" in terms of it's connector (almost all video cards are nowadays), but if it came with VGA adapters then it is not digital-only. the video card has DVI-I outputs which have both digital AND analog output pins. there are no electronics in those adapters, they simply remap the analog pins to match the D-sub connector.

there is a difference, and it's noticable but it's not a night/day difference. and since most monitors are not true digital anyways, in most cases even if it has a DVI input, it's not actually digital.

that's not what you asked... you asked "
is there a touch screen that has DVI input". but to answer your now, more specific question, then answer is.... no.

perhaps, but that is mainly because digital-only monitors tend to be higher quality in general. I don't think it's directly related to the interface itself. you can get high resolutions on VGA as well. but unfortunately, small LCDs computer monitors don't offer high resolutions yet. most 7" models are 800x480 native, and most 8" models are 800x600 native. those resolutions are still much lower than what the analog interface is capable of. the main advantage of the digital signal is that it avoids the video quality loss from the A>D conversion process, if the signal stays digital the whole time then it will result in a better picture.
