no image on screen

I am very new to the computer scene and I just had a question. Will the computer screen turn on without a hard drive attached? I have a usb drive hooked in, but the screen stays blank when I turn on the puter. the light on the monitor dosent even stay green it just turns orange like the computer isnt even on? I am powering the puter inside via a desktop psu with the green wire jumped to a ground, I know the computer is on because the fan starts going.

well I jsut hooked up the power supply like shown here http://www.mp3car.com/vbulletin/faq-...workbench.html
I am still having the same problem, the monitor just dosent show anything like the computer is not on, what is wrong? I know the monitor works as its my home pc's monitor. everything that I connect to the mobo like usbs, cd drives etc. all power on, im stumped?
