Xenarc 700TSV Shifting Screen To The Right 50%?

Hello, I am trying to fix a glitch I have been having with my xenarc 700tsv (the older two piece board model). When I start up the pc the bios logo etc is centered full screen, as soon as windows comes up desktop shifts over to the right 50% and up about 50-100 pixels.If I go into monitor settings and change refresh rate the monitor resyncs correctly(currently running at 60hz). This is all running off a little valley motherboard with latest drivers.All uneccessary intel settings for the graphics chip have been disabled.Any help with this issue would be greatly appreciated.
