can any rca to mini jack stereo cable be used to send the video to the tv ?

We need to know what laptop you're speaking of. All the Laptops I've encountered that had TV out, you just needed an RCA to RCA cable to hook it to the TV's video in.

Oh, did you mean to say send audio to the TV? If that's what you're asking then yes, a 1/8" stereo to dual phono/RCA cable will work fine.
