Forcing refresh rates

I'm using an in-dash 7" lcd composite display. For the most part it does all I want it to do. However, when I display the picture from the computer, the image is not centered or full screen. I fiddled with my VGA to TV scan convertor on my home PC connected to my regular TV. I found that if I set the output to 800x600 @ 56Hz the picture snaps in perfectly. Thats using a Radeon and Windows XP. However, in my car, I'm using i815 graphics and Windows 98lite and those settings are not available.

Does anyone know how to force windows 98 to use a resolution and refresh rate outside of the cards specs? I don't see why it should have any problem going lower, I just cannot select it.
