1) No. You can't mod an LCD to produce higher resolution because the number of pixels is fixed.
2) Not directly. You'd need either an RCA Composite-VGA adapter or a video card that has TV-out (either SVideo or composite)
3) Experiment and go with whichever gives you the best output quality. Mind you, VGA-RCA/SVideo typically results in marginal quality
at best.
