VGA Cable Question (Pinouts)

I've been modding a VGA cable and, er, it's not working now. That is, when I turn the computer on, I get "No signal" from the monitor. I've tried two different computers, both fail on this cable. The monitor is working properly.

I've tested each pin in the cable for continuity from one end to the other with my multimeter and found that:

The metal shielding of the plug does not show continuity from one plug to the other because I've cut it during my modding. I believe this is my problem and can easily fix it, however, in testing the cable, I've also found that pins 11, 13, and 15 do not have continuity from one end to the other.

I searched (imagine that!) for the VGA pinouts and found this:

Color VGA Adapter
Pin# Label Function
1 RED Red color signal
2 GREEN Green color signal
3 BLUE Blue color signal
4 ID2 Monitor identification bit 2
5 N.C. Not Connected
6 GND-RED Ground Red signal
7 GND-GREEN Ground Green signal
8 GND-BLUE Ground Blue signal
9 N.C. Not Connected
10 GND-SYNC Ground Sync signal
11 ID1 Monitor identification bit 1
12 ID0 Monitor identification bit 0
13 H-SYNC Horizontal Synchronization
14 V-SYNC Vertical Synchronization
15 N.C. Not connected

Obviously pin 15 is not used. Are 11 and 13 supposed to show continuity?

Again, I think I may simply need to repair the damage by connecting the outer stranded shielding in the cable to the connector shield where I cut it, but I needed to ask about a couple of the other pins.

Any thoughts?

Oh yes, 13 and 14 are 2 of the most important pins beyond the colors. Also depending on the cable length the shield doesnt matter for testing. I just build a video cable for my SBC and didnt attach the shield at one end, works just fine.
