Does it have a video input? If it does then you can display video from the PC either using a VGA scan converter or from a video adapter that has some sort of TV-out. Even then, it's very likely that the display will look like ****.
To use the touch portion, you'd have to hack into the unit, determine the signal output, manufacture an adapter to a signal the PC can interpret and write driver software to read those signals.
Can it be done? Yes. Is it worth the time and effort? Not to most people. Save the headaches and get a VGA touchscreen that fits in the same space.
