This is my first post, great site BTW.
I have a mini-itx sp-13000 board and case with dc-dc power converter that takes a 12v5a power adapter. Ideally I would like to be able to use it as a GPS in a rental vehicle for a trip. Any info on whether this is doable using a cigarette adapter, I realize most of the ones I have seen are cheap 2 amp ones, so maybe I am out of luck. It would only be used for 2 or 3 days.

well if it is a rental car, then sure. Make sure to get the rental insurance. If you torch the car, you get your money back.

5A is ok probably, but still you never know what else they have connected in there. Usually the fuse is only 10A-15A.

It might work.
If the DCDC power converter accepts unregulated 12v power, then it would likely be OK. The key there is unregulated power, though. If it requires regulated power, you'd neeed to find a way to regulate the cars 12v power (which actually fluctuates from as low as 8v to as high as 15v depending on many factors) for the PSU in that miniPC.
