Usb stops working after hibernate resume

Can anyone help me with this issue.
I can restart and get all usb devices back, but when I resume from hibernate none of the devices are found.
Is this a registry thing?
I have read something about hardware ID numbers and "force reset" in registry.
Any ideas would be great. This problem has kept me up to early hours in the morning trying to resolve (several days now).

The general consensus is to turn off power-saving on all USB controllers & root hubs in your device manager.
Also, if the devices themselves have any power management settings, turn them off.

Also, are the devices connected through a USB hub? If so, is the USB hub powered from the USB bus or does it use external power?

I have tried the turn off usb power management and the devcon trick with no avail.
I use one cable from trunk to 4 port passive hub in dash with one port going to another hub in dash.
The only reason for the 2nd hub is I wanted to run an usb extension to somewhere accessible where I could plug in an usb flash drive if ever needed.
