one thing I did not take into concieration is if a relay will fire that fast or if the relay itself will become warn out.

Will I have to get a special relay to handle pulsing every 1 - 10 ms?

Yes, something with no moving parts would be best, solid state relay for example.

Having a mechanical relay kick back and forth at 100 to 1000 times a second is going to end in tears, not mention the buzzing will get very annoying very quickly I'd guess.

The best way to control a blower i found is by using PWM with a high current solid state device, not a relay!!.Im actually currently working on a 15 amp PWM controller with 15 different speed seetings. This is designed to be an add-on to the fusion brain. The only thing is that you need to sacrifice 5 outputs. I also have another add-on that increases the availiable ouputs. Im sure the fusion brain could also make these, but im very impatient. If anyone needs more info let me know, im willing to help.

Oh sorry I seen what you are trying to acheive now. Yes if you connect relays it will simulate you changing different fan speeds, all your doing is basically switching the power to different resistors. This is exactly what I did though I wasnt happy with only 4 speeds. By using PWM I changed it to 15 different speed settings.
