Boot Failure

Try resetting the cmos (take the small coinlike battery out and put back in again). Also try taking all the components out you dont need to boot. The soundcard, cd-drive, any usb devices, mouse, keyboard, leave 1 stick of ram in. Also check to see if the jumper on the HDD is set to master or single device and not slave. It could also be down to the power supply make sure you have enough watts.

I reset the cmos and still the same screen. Just to make sure, I reset it with the battery out right?

Put the battery back in.

Remove everything from your motherboard except 1 stick of ram and your hard drive.

See what happens.

to reset CMOS you have to keep MB w/o battery for several minutes. at least 10 min to be sure it was cleared.
how does it beep? one long? few short? count them. than try to find online the meanings. Not sure, but i think one long been means ram failure/missing. 4 short beeps - fried CPU

i reset the CMOS like you said and there is no more beeping now, but i still can only get that same screen.

edit: i was thinking... is there any way i can have something connected wrong even tho it worked one time before?

well, it would be better if you had any beeping... At least would be easier to track the problem. Do you have spare parts like another Video Card, RAM, Sound Card, HDD? Try to play around, because it's really hard to tell what's wrong with it...

Consult the manual on how to reset the bios (aka cmos). You generally have to have POWER going to the motherboard (but the computer will not be on -- just powered), and you switch around a jumper. By power, I mean from a power supply -- you should just leave the battery in at all times unless there is no reset jumper. Then, do as Xoxol said.

Can you even get into the BIOS? Check its settings for something unusual - even if you reset it as it may not reset.

Anyways, do as people have said and have as few items as connected as possible. For example, start with only the following connected:
  • Power Supply
  • Processor (and its heatsink/fan)
  • Memory
  • Video card, but only if there is no onboard video
The computer should start up, it should do a memory test, and then beep/give you errors. You'll most likely get a keyboard not found error. That's good. Turn the computer off, plug in the keyboard, and boot it up again. You should get the same thing, minus the keyboard error, but it should get further along until you get a message.

^^ Lather, rinse, and repeat until you get everything connected. If you get to a point and can't resolve the error message, or it just hangs, then troubleshoot based on how the computer is setup and what the last thing connected. There are too many possible outcomes to give you a step by step guide here.

Alternatively, if you think it's the hard drive -- try setting the BIOS to boot from CD, and use a bootable CD to see what happens.

It's going to be a trial and error process, but you'll find it. If you have the ability to make a video of exactly what happens from when you first apply power, that would be helpful to see. Or even if you can post some pictures of your motherboard setup so we can rule out other things.

You should be able to bypass the splash screen by hitting maybe the ESC button.

Is there a keyboard attached?

Also read the manual where it tells you how to enter the BIOS. sometimes F2 sometimes DELETE keys.

I think your hard drive is the problem...at best...so get into the bios, and see what it says about your HD...if it doesn't show a HD then guess what...

While you are in the bios...turn off the splash screen so you can see what messages it is trying to tell you.

go to bios and autodetect hdd. or just manually set primary and secondary devices into auto mode and see if it detects your hdd. if not, try to switch from primary ide to secondary. if it still doesn''t detect, return your hdd.

dont forget to save settings on bios exiting
