No boot

I have a Jetway 2.0GHz motherboard, M2-ATX power supply and a 7" Xenarc 700tsv. My problem is that when I hook everything up, the only that happens on the motherboard is that an LED lights up. There are 12 volts going to the power supply but when I check the voltage on any of the wires it reads less that 1 volt. Nothing else comes on and I am not sure if I am missing a jumper or what could possibly be keeping my carpc from powering up. I would really appreciate any help that I can get.

How is the motherboard on/off cable from the M2 to the mobo connected, or is it?

Try reversing the cable on 1 end only to the on/off headers.

I don't have an on/off cable connected. Didn't know that I needed one. What does it look like and where would it plug in? Thanks.

You seriously only have the ATX connector connected?

Yeah I guess I do. So can you tell me what it is that I need to plug into the motherboard.

It is in the manual. You need both where it goes on the M2 (In the M2-Manual) and where it goes on your motherboard (in your motherboards manual, probably in the FPanel section).
