Everyone keeps talking about using Shutdown Controllers, but I can't find anyone selling one...I take it is some home brew thing that a newbie can't build himself/herself?

Also, how does this shutdown controller turn on my PC when I turn the key of my car?

Well first of all you can build your own Starup/shutdown controller, but why would you want to!

No one sells a startup/shutdown controller by itself, they are usually paired with a 12V DC regulator.
