1 - Quit typing in all caps. The forum will change it so every word is capitalized, making it difficult to read.
2 - You have provided no information to work from, other than what the service tech told you.
If the motherboard is fried, it has no bearing on the optical drive and such... TYPICALLY.
If there was some power issue that fried the motherboard, it's possible that event could have damaged other components as well.
You could take the optical drives and put them into another PC to see if they are recognized and read/write as they are supposed to.

thread moved to the OT since this apparently has nothing to do with CarPCs.
The deal with the all caps is that it signals to everyone that you are yelling...and it's generally not very nice and is recieved as such.
Punctuation makes things easier to read, there's a reason it exists. If people can't read what you're typing, then there's not point in typing it.

while all of that is nice information, it really doesnt help anyone to diagnose your computer other than you are running xp.
Brands/Specs of components are more useful than generic types.
And if there is no video, then logic says check: Video Card, Motherboard and monitor if it will turn on. If it wont turn on, then check Motherboard, Clear CMOS, Power Supply. If all is still good, then you missed something.
And the only way an optical drive will cause the PC not to boot is if it is not up to standards for IDE, which means your computer is pre-1990's. I am fairly certain no athlon64's were around in the days of the 8086...
