I know that for Laptops atleast, the voltage does not have to be exact, many say to use 18volts in, but I've used 12, and they work, you just need more amperage. I wouldn't go below 12 though, because its at that voltage alot of stuff runs.
At Ratshack, you can buy a 9.6volt or 8.4volt RC car battery, that comes with a charger, for around 30$. It is flat, a little thinner than a deck of cards, and about the size of a PDA. They put out around 2.5 amps. It would be rather easy to make a small circuit to up the voltage and lower the amperage, to make its 12 volts, or really, whatever you want.
Or you can be really cheap like me, and toss a 40$ 12volt gel cell in your bookbag and haul it around school to power your lapt. It'll run it for almost 8hours, but I only use it for about 3, then I hook it up to a car battery charger in a trickle charge as soon as I get home. Works like a charm, and I get to say I have my laptop connected to a bomb, when the stupider people ask me what the cord running into my bookbag is for ;-)
