eBay - What to do?
I put my broken PS2 (listing noted problem and that is was being sold as is) on eBay a week ago. Sunday the auction ended with a winning bidder. Winner paypal me with credit card funds (which I noted I only accept non-credit card via paypal), so I denied his payment. Today I get the following email:

What should I do? Should I be an *** or should I let him off the hook?

it doesnt cost any where close to 15 to post and item.
Tell him to give ya a few bucks if he would. If not its not really his fault. I mean he was prob the only what that bid on it, or you would have asked the next bidder if he wanted it because the guy backed out. What im saying is its gonna be hard for you to get someone to buy it i suppose. Unless its cheap. Get a few bucks so you can post it again...at least the guy offered to pay you something.

id take his listing fees and repost it or take offer it to the next highest bidder and ask him to pay the difference in their bids.

That depends on how nice you are. You made it abundantly clear in the auction description that it was a damaged piece. If he didn't pay attention and entered into a contract with you, then it's the buyer's fault, as far as I'm concerned. That makes the buyer liable for the full amount.
If you're feeling nice, you could get him to pay you at least the listing fees and re-list the item. That would be about $10 for EBay.
Either way I'd ding him with a negative rating, simply because he's supposed to read the details of any item he bids on. He obviously didn't do that.

I filed an unpaid/final fee credit form. I have not decided if I will leave neutral or neg feedback. I also noticed that two other people bid close to the same amount, so I sent them a second chance offer.

I wouldnt leave neg feedback for that  not worth it really as he might give you the same just because he can. I just wouldnt leave any feedback.
After all its not like he didnt pay or he scammed you and he has accepted his mistake and offerd to pay fees.

well, depending on how much the guy paid for the item......paypal already took 3 % and ebay already took a percent......and with pictures that is close to $15...$15 is a bit higher.......but he also wasted your time for not reading

Im an intrepid ebayer, its my job and where i work daily so im doing it right now...
send him a non paying bidder warning after 10 days i believe
force him (eventhough he offered) to pay you the listing + final value fees and add on 2-5 dollars extra for the hassle. Otherwise tell him you will leave NASTY negative feedback, but only say that AFTER he has left you positive.
