It has .gov

good site-- google for fcc
then search for--- National Do Not Call Registry
link takes you to that site.

I added my cellphone to the DNC when it first came out.

If somebody calls and you are out of plan minutes, then you pay a per minute fee.

Also prepaid usually pays per minute fee.

Nextel offers free incoming calls. Some providers offer first minute free on incoming calls. Most providers count all minutes, no matter if it is incoming or outgoing.

Yes, every call answered or goes to voicemail (unless your provider offers "No answer transfer free") uses plan minutes . Once out of plan minutes you pay per minute at a much higher rate (0.25 - 0.75).

Landlines are different.

Most providers only offer unlimited local calling. You can pay per call (not minute) both incoming and outgoing, but you have to request that plan.

Local long distance (in-state, but outside of local calling plan) and long distance are charged at a per minute fee, based on a third party provider.

I'm curious, are all the mobile phone plans like that?

In the UK you only get charged for calling not receiving.
Thats after all your free minutes have been used.
