What will the user licensing be for this when complete? Free for personal use, donationware, shareware, commercial, etc?

Free as of now. Just a little progress update... i had to redesign the core application... for technical purposes and is now noticably far easier to code for and more efficient. All features remain intact, however are just handeled and called quite a bit differently. I'm just about done with the application core and will be releasing the newer version to developers very soon (void of any plugins of course, they are not yet complete)

haha the only thing i hate about .net is that it makes every other language pale in comparison (yea....that makes sense...) .net is a dream come true.

I don't know if you have are still developing this or not, but you should look into implementing WPF. It sounds like your skinning engine is doing exactly what WPF enables you to do with XAML and skins/styles/templates. Granted you started this project well before WPF was released, but you might be reinventing the wheel considering what WPF give you.

I get the pretty strong feeling that this is dead. All the download links are dead, and the primary author (who refuses to release his source code, and let others contribute) hasn't posted in over a year.
I was really excited about a .NET front-end, and think it would be excellent to write plugins etc. for.
Looks like, if we really want something like this, we'll have to start a new project as a community. :-(
