I've got an M1 ATX power supply that I am trying to use with this motherboard

I have them hooked up using a molex connection on the motherboard. The wire is ATX - > ATX + Molex (Hard drive plug)
I have J6 hooked up to JP1 on the motherboard as the power switch.
We were testing using my buddies power generator thing which lets you select the voltage and then current. The voltage is set to 13.5.
The power and the ignition wire hooked up to + and the ground is hooked up to - on the power generator. I can see a voltage at the fuse, so it is definitely getting power, however the motherboard is not turning on.
We hooked up the motherboard to a molex connector in a regular computer and it turned on.
Then I looked up the diagram for an ATX connection and found out that the green wire (PS_ON) has to be grounded for the power supply to turn on. I grounded the wire on the free ATX and the mobo turned on. However connecting and disconnecting the ignition wire did not do anything, which obviously defeats the point of having the M1. Am I doing something wrong, how can I hook it up and testing the car computer prior to putting it in the car? Is the second ATX connector supposed to be hooked up to the mobo somehow?
The motherboard says it can use AT or ATX in the specs, however it only has a molex connector as you can see here

The manual is not very clear about it, it only calls the molex as POWER. But it also has a jumper for choosing between AT and ATX modes. I currently have it set to ATX.
