M1 issues, please help (somewhat technical)

Hello,

I've got an M1 ATX power supply that I am trying to use with this motherboard

I have them hooked up using a molex connection on the motherboard. The wire is ATX - > ATX + Molex (Hard drive plug)
I have J6 hooked up to JP1 on the motherboard as the power switch.
We were testing using my buddies power generator thing which lets you select the voltage and then current. The voltage is set to 13.5.
The power and the ignition wire hooked up to + and the ground is hooked up to - on the power generator. I can see a voltage at the fuse, so it is definitely getting power, however the motherboard is not turning on.
We hooked up the motherboard to a molex connector in a regular computer and it turned on.
Then I looked up the diagram for an ATX connection and found out that the green wire (PS_ON) has to be grounded for the power supply to turn on. I grounded the wire on the free ATX and the mobo turned on. However connecting and disconnecting the ignition wire did not do anything, which obviously defeats the point of having the M1. Am I doing something wrong, how can I hook it up and testing the car computer prior to putting it in the car? Is the second ATX connector supposed to be hooked up to the mobo somehow?
The motherboard says it can use AT or ATX in the specs, however it only has a molex connector as you can see here

The manual is not very clear about it, it only calls the molex as POWER. But it also has a jumper for choosing between AT and ATX modes. I currently have it set to ATX.

Ok, at this point, I'm thinking that it is because I am using an ATX PSU on a non-ATX board? So it's not getting the signal to turn on. However, the baord advertises itself as an ATX board for some reason. But the power switch wire is connected to J6 on the M1, so it should still get signal to turn on? Or is that just for sending on and off signal to the motherboard? But what turns the M1 on if the motherboard is off? I'm confused.

The motherboard manual says CN4 is the ATX power, however it looks like a jumper? Do I need to splice the ATX connector in there somehow?

I think I've got it....this is the diagram for the CN4 connector in the manual...

Does this mean I have to splice in the ATX connector in there....so the green will be PS_ON, I'm assuming. I can find +5V in there as well. Which one will be the VCC_SB though..

So rigged Pins 1 and 3 to green and purple wires on the second ATX connector, however it will not turn on!
Somebody has to have some ideas

Nice board. I'm running the ECM-5716. I also had an issue with the power button on my board (like the JP1 on yours). What I think happens is that normal boards short PSON to ground to turn on the board. My 5716 needs to short the PSON to 5v to turn on. I'm thinking it might be the same with your board, but I can't find the users manual to verify.

I have also emailed evalue tech, they are going to replicate my setup in the lab. Let's see if they have any advice.

Huh, my theory doesn't apply. Your power button (JP1) is different from mine. It *should've* worked. Have you tried just a normal switch (or just shorted it manually) just to see if you have a working board?

The board works fine when connected to a regular power supply that's in my computer...

So it seems that the issue is:
The power that is supplied to the +12v rail on the molex connector is actually 10.3
The +5v rail is 3.6.
When I measure the power in my desktop on the same rails, i get 11.7 and 5
Also, the only way I can get the fan and the light to come on on the motherboard is by grounding the green wire on the ATX connector and Pin 3 on the CN4 connector above?

Is my power supply screwed and I should get a new one? I am seriously at the end of my wits here

sounds like the m1's buck or boost regulator is not operating like it should make sure no resistors or caps are damaged. What is the input on the m1 12V?

I can set the input to whatever I want, it was at 13.5 when I measured the rail voltage

So im looking to buy a new M1 on ebay and I saw the following note:

Please do not try this PSU with Pentium 4s. It works with all VIA mini-ITX boards, some low power Pentiums and AMDs. Please check your motherboards specifications and make sure that the CPU is not getting V(core) from the 12V rail (should be on the 5V rail). Avoid motherboards that have 4 pin 12V ATX connectors, which is an indication that the motherboard is using 12V for V(core).

Just wondering if that could be the issue?

No, not really. That warning is just for boards with huge power draws. Yours is so minimal, it's most likely fine on that aspect. Sorry, I have no other advice for you.
