no 5v on m2atx

im trying to fire up my carputer but i have no 5v coming out of the m2atx(tested with multimeter).

can anyone shed some light on if there is a fix? is my m2 bad? i AM currently searching but hoping someone might know a fix faster than my searching.

thanks.

oh, im also having another problem but im not sure if it's related. im using a dell optiplex gx270 and the led light on the mobo which indicates power comes on but my led fan does not. when the fan comes on, the indicator light goes off.

system specs are in my sig.

i can provide my phone number if that will help as well.

entire system is wired with a 4awg to a distribution block. 8awg goes out to amp and another 8awg goes back to the psu.
