Power Supply Question

Ive done a bit of a search but cant exactly find what i need.

Im running a laptop style dc converter into my little car PC, runs at 19V max 3.2amp.

Ive read not to run car PC's off the cig lighter, but this should be ok no? cig lighter is rated at either 15 or 20 amp, not sure, and the converter has a 10amp fuse as well.....

This would be my avenue for an ACC power supply. if i went a constant power supply im worried about the comp accidently staying on if i were to build a relay style control board- do the shutdown controllers do all that, like have a timer and detect if its on for too long when the car isnt... etc? So what inputs/outputs do u need for the startup shutdown controller?

For a constant supply, what size wire would be suitable for the 3 amp mark direct from the battery (fused of course).
