Settings for AT-ATX switch connector on mainboard?

Hello, I have an Evalue ECM-3710 3.5" mainboard, which has 12V power input. It has two connectors relating to power.

The Power On connector has two pins:
1. FP_PSIN
2. VCCSB

I assume I use this for ATX power switch.

And there is an AT-ATX Power Switch Connector, with pins:
1. PWR_ON
2. +5V
3. VCCSB
and a note: "The default sets 2-3 closed for AT power used"

Advice appreciated... do I just remove the pin for ATX power, or do I put the jumper over pins 1-2...?
